Very nice, very mild winters, warm summers but not too hot, sunny all year long. Near to perfect. A shame that the water is so cool.
It really is kind of a myth about the really cold or cool ocean water in S. California. Yes, Central and N. Calif have very cold water, but S. Calif is not very diff from our region. It is certainly warmer than N. Europe and many other areas of the world. The waters from LA to San Diego are not bad at all.
Surf temps haven't reached their normal peak of August/September, and they look pretty decent to me already.

Agree, once SST hit about 70 F, they are fairly tolerable, though for me " better SST start around 75 F or so.
One interesting note that the graphic shows well: They always say that Santa Barbara in the rough line between “swimmable “ coastal CA and “unswimmable” coastal CA. That graphic proves why – SST drop off from 71 F San Diego to 59 F north of Santa Barbara!
During August and September the water feels great. Last year the waters off Santa Monica reached 74 degrees during this time. It felt great to go in and play in the surf. Air temps were in 79-82. And yes, South of Point Conception is where the waters start to warm up. North of it SSF start to drop quickly.
e.g. Wiki now displays 67.7°F average December high (<20°C) while the OP's averages (and NOAA) quote it as 68°F (20.0°C), among other discrepancies (summer nights, etc.)

It's too warm in winter, but summer temperatures are right.
There are a lots of sunshine, it's also too dry.
I wish there could be more cloudiness and much more rain to make it a perfect climate.
