The average high at the airport is 87.8F, the city is higher, I believe it's 90-ish, but I'm not sure.

NCDC for which location? Keep in mind the Inner Harbor station (MD Science Center to be precise) usually exhibits far stronger UHI than BWI Airport.

Around 90F. Lived in DC for 3 years and visited often. The city regularly saw daytime temps in the low 90sF in summer, or upper 80sF.

Do not use the Harbor's data to glean any info on Baltimore's climate.

It's not only in the middle of a huge UHI, but it's to the point that the Harbor is not a reliable spot to collect weather data. It's only use as a weather station should be to record city obs (with the caveat that it's probably not even qualified to be a proper weather station given its horrid location), not to gather climate data or discern Baltimore's climatology.

BWI is the station to use.
