I wear short sleeves all year round...the only time I put on a long sleeve shirt is for hunting, skiing, or church.

When I was living in NY and would shovel the snow in the driveway, I would usually do it in a short sleeve T-Shirt, and would still sweat.

The coldest I can remember ever having worn a short sleeved shirt is around 55 Degrees Fahrenheit, boy I was surprised how cool if not nippy that felt.

-18 C / 0 F. I used to have an after-school job in a supermarket and part of my job involved getting stuff from the freezer, which was kept at 0 F. If I were only going to be in there for a minute, I wouldn't bother putting on my jumper.

As far as actually being outside... well, one time it snowed here and I had to do some shoveling. It was actually damn hard work and I got so hot that I ended up taking off all my layers until I only had a t-shirt on. Temp would've been hovering around 0 C / 32 F.

8C/46F is the coldest I can remember but it's probably colder than that.

I wear T-shirts year round. If it's chilly out, I'll wear a zip-up hoodie over my T-shirt. When the temperatures dip into the 20s, I might wear a winter jacket, but the T will still be on underneath it.

Not me, but there's always shirtless guys at football games. I haven't been to one and not saw anyone shirtless, but I haven't been to a game that was below freezing in a few years, coldest is 30sF/low single digits C. That's a few hours without any sleeves.

Broke my tolerance for short sleeves 3 days ago. I hit the outdoor track and field facility that day and was wearing short sleeves with sport pants for 16 minutes. It was just 43 F (6.5 C) that day with brilliant sunshine and 4 lap the run felt amazing .
