I pick Xi'an for it's cooler winters and higher precipitation, though it is surprisingly cloudy.

Amarillo. drier conditions year-long. sunny all the time.

Even in January, it gets cold but it warms up during the day up to 10°C / 50°F.

10°C in the sun is actually not cold at all.

Xi'an has 81 hours of sunshine for December, and it stays like that for 6 months (Oct-Mar).

That's as bad as Western Europe.

Definitely, Amarillo. It's a no-brainer.

Xi'an has too high diurnal range for those sunshine hours to be correct I think. North China has little rainfall and is generally sunny.

This is probably the real Xi'an sunshine hours, a station located to the east of Xi'an. Same temperature as Xi'an, but Xi'an has a large urban heat island effect.

About 50% sunshine in every month.

Amarillo is extremely windy. Its definitely cold in the winter with that ferocious wind.

I lived in Xi'an and it IS the cloudiest major city in north China. Basically it is located in a narrow basin/valley, and is also polluted.

Yuncheng is not in that basin.

And without the urban heat island effect, the real low temperatures would be significantly lower. 1500 hours is extreme but could be the result of pollution as you say.

The sunshine hours are very low in winter and fall, but relatively high in spring and summer.
2200 hours sunshine is actually very "high" in South China, especially in southwest China. Chengdu has less than 1000 for example. The lowest record of Chengdu is 770 something, which was recorded a few years ago. Pollution definitely plays a role in recent years.

How are daily averages calculated in Spain?

In the US it is (max+min)/2, very simplistic. In China it is usually the mean of four points, recorded at 2am, 8am, 2pm and 8pm.
In Hong Kong it is the mean of 24 points.
