Guangzhou recorded a -5C back in 1893.

Hong Kong has 0.0ºC as the lowest ever. I guess some places around there have marginally recorded below freezing temps, especially if there is data from the harsh 1893 winter.

Anyway, you might set some thresholds on what the tropics at sea level is.
1) Do low inland areas qualify? If so, what's the upper limit for a lowland?
2) Is it restricted to coastal areas? If so, how far/high should a meteorological station be to not be considered at sea level anymore? After all, record lowest can vary a lot within few km from the sea.

If we consider case 1, then the best place to look for freezing temperatures would be the Paraguayan Chaco and nearby areas.

It is very easy: it is NOT restricted to coastal areas, BUT, for example, if the record low is -0.65 °C it should not be higher than 100 meters, if it's -1.1 °C it must be lower than 200 meters and so on.

Mariscal Estigarribia, Paraguay, has recorded -4.0ºC at 170 meters, 22º02'S 60º38'W

Thank you I only found Tampico so far. Hong Kong and Guangzhou reach 0.0 °C but it's not below freezing. I found some in South Africa but usually they are above 2000 meters elevation

As a general rule, islands can be discounted. The only way that a tropical place can get extremely low temperatures while still a lowland is to get cold air mass from the continents.

Rajkot, Gujarat is close by to the coast, at sea level, and sees subzero nights (although dry):

We visited during the winter of 1995, and nights were quite cold without heat at times. I remember wearing a woolen hat and sweater.

Towards the interior part of India, Temperatures can often drop below freezing at sea level due to radiational cooling in Winter. The northwestern suburbs of Bhopal see a handful of subfreezing nights every winter in spite of being at a 23 degree latitude and low elevation.

Cáceres in Mato Grosso state, Brazil, could be a good contender. It's on 16"S at just 176m (577 ft), barely a hill! According to the Portuguese Wikipedia it recorded -1C in 1996 officially, and unofficially, -7C in 1915 - which if accurate, would be truly remarkable for such a location.

There are probably other locations nearer sea-level but slightly further south in Brazil that have recorded freezing temperatures. You just have to look at a physical map of the interior of Brazil to see why it's a good contender for this type of record - a large landmass with the Andes to the west and the relatively high plateaus around the coast sealing off maritime influences.

Interior South-east Asia is another good contender for subzero temps at tropical latitudes - according to this site http://www.mherrera.org/temp.htm
Sakon Nakhon, in northeastern Thailand has a record low of -1.4C. It is located on a plain at a similar elevation to Cáceres.
