What do you mean "heating"? Do you exclusively mean like thermostat type heating? A furnace? Do you include fireplaces as heating?
Either way, I'd say an Oceanic climate without heating. Tropical climates get very hot for extended periods of time. Ocean climates don't even get that cold and most of the year is mild enough that there's no need for heating OR AC. Also, you can just bundle up on a few layers to keep warm. You gotta be creative to keep cool in a tropical place without AC. At least when you're living there. Those visiting are probably going to be at the beach or pool anyway :P
Oceanic, I'd say. Easier to keep warm in winter I think, just keep the fire going. But, speaking from experience without living in A/C, tropical climates are very livable too, even wthout a fan, Deneb
(A) but a milder oceanic climate with a space heater would be fine. The less intense tropical climates are really easy to live without A/C if the construction is designed for it. As I mentioned before, half of Honolulu households don't have A/C, and part of the airport is open air.
Seattle without heat sounds miserable in the winter. There's not much sun, so no outside heat source. Average daily temperatures are around 41°F / 5°C. Maybe with good insulation and people / cooking you could raise to the high 40s. It's doable, but not fun.
