Low-mid 30s C. High 20s C is still very tolerable and enjoyable to me.

Around 90 is about where I say it's "hot". Upper 80s (unless super humid) is very warm. 90 is "hot". Above 95 is certifiably hot.

To me, a heat index of 86°F is hot during the day, and at night, a heat index of 92°F. With how dry it is here when those temps occur, your talking a 90°F air temp for the 86°F HI and a 97°F air temp for the 92°F HI (the exception is monsoon season)

A heat index of 82-90 F / 28-32 C depending on sun strength.

The actual temperature cutoff could be anywhere from about 78-98 F / 26-37 C but it would be very unusual for anything below 81 F / 27 C to be hot or something above 92 F / 33 C to NOT be hot.

The coolest I've ever known it to feel "hot" was 79 F / 26 C around solar noon on July 2, 2017. Humidity had to be around 80%, and the sun was near its maximum possible strength - solar noon near the solstice. I was surprised when my iPhone said 79 degrees. I could have swore it was in the mid-high 80s, and some of the weather stations nearby were indeed recording temperatures that warm. I had Internet and made sure the temp reading was up to date.

On the other hand, I can recall a number times where the temperature was 90-93 F / 32-34 C but it didn't feel particularly hot. These were usually in September and in late afternoon / early evening or when it was cloudy. Usually, the humidity was low as well.
