Skopje is nice outside of December-Feb, Nicosia is too hot in summer though so it is difficult.. but because I hate winter and Nicosia is only about 4C too hot for me in summer:
My vote is between Vienna and Torino too. Vienna has advantages of mild variations of extreme temperatures and diurnal ranges also spring months are warmer and autumn months are cooler than Torino as monthly mean averages, but the only thing Vienna flaws it's lack of total amount of the precipitation... yet snowfall is very ideal to me despite their dry winter. So Vienna deserves final winner among the list.
