Coldest is definitely the interior of northern Västerbotten County, but those places have no weather stations.

Hottest for me is likely Jabiru in the Top End of Australia, mean annual temperature 28.5°C.

Annual Mean Temperature ca 29°C

Temperature Averages for 1995-2016 (earlier ones are not available as the airport where the weather station is located opened in 1994)


Coldest:

Much harder to answer

It could be
- Some high Mountain Pass in the Alps (Stelvio Pass)
- Somewhere in the northernmost part of Scandinavia on a camper trip with my parents when i was young.

Obviously i don't have numbers for either.

Hottest: Death Valley for month, Honolulu for year
Coldest: Jasper and Banff, Alberta, Canada, though the timberline of Mt Agaziz at 11,500ft here in AZ was similar
