The implication seems to be that if they had home and contents insurance (ignoring the fact that people in social housing are not eligible for home insurance), they wouldn't be in this situation - i.e homeless and with nowhere to go.
I see no other reason why he would mention that in relation to what I posted - and, of course, most normal people wouldn't immediately jump to that ridiculous conclusion.
It just seemed like a random, out of place comment. Wouldn't have given it a second thought.
