The main problems for Moncton in the winter isn't the wind it's the snow and cold. I also bike quite a bit but if it's like below 8 C forget it. If it's warmer but very windy I don't usually bike. What I do like is rain and wind storms.
Skiing actually would be great between lulls in storms but there's only hills around here. With a few exceptions the greatest skiing is in the western Canada including near Vancouver.
I mainly thought about cross-country skiing, something that can hardly be done here because of the weak snow cover, the ever melting because of south-westerlies in January and stuff.
Also my old man broke his back in an alpine accident a few years back (he walks well but has severe pain) so I thought I'd keep it on the ground. Moncton looks like a cross-country-skiing paradise to me. What to do in Bremen all winter except playing video games?

Moncton is good for cross-country-skiing but I'm not one to be outside in the winter. Snow or no snow I'm usually doing stuff inside this time of the year. Do you like to head out in the winter?
This one is hard... I love snow but having more than 6 months with snow on the ground (?) is a bit too much. And I guess Moncton must not be sunnier than 1800 hours a year at most.
Bremen has cooler summers but the difference is not that much in the end. Winters are not really great but snow is possible anyway (their spring looks like ours but one month late).
Any German climate with warmer summers would be an easy win for me. Still, slight edge for Bremen for having a longer warm period, even if it is an overall cool climate.
Also, 10c by bike is totally manageable here, but we don't get the wind that Benelux / Northern Germany / Denmark get, far from that.
