If it is cold enough, yes. I don't like sitting working at the computer in temperature s below 17 degrees, even with three layers on. I also have no other way to dry clothes quickly, it takes 2 to 3 days to dry the washing inside with these temps. Everywhere I've lived in northern England has required the use of heating in cold spells. Guess why, summers are cool here even.on average and homes are not energy efficient for the most part. I am not cold tolerant either (but very heat tolerant) and I see this as no different that people using AC when too hot.
Thankfully my current apartment is energy efficient sio it takes little heating on cold days in summer.
But a few years ago I lived in a big house at nearly 1000ft and that had an indoor temperature of 15oC average in July. Heating was a near every day requirement, there.
20.9°C inside at the moment but needed heating to achieve anything like this, also because I got wet outside in the heavy rain so needed to dry off quicker!
