When you consider Khatgal, Mongolia on a similar latitude still manages over 160 hours in December it makes it seem less impressive. It's much colder than Selsey but I'd give it an A. https://en.wikipedia.org/wiki/Khatga...C3%B6l#Climate
Yes, like I said the winter sunshine hours are low which makes the fact that it gets around 2000 hours of yearly sunshine quite impressive when you consider its pretty much over 9 months of the year.

Not sure whether that's a positive thing, unless you like big differences in sunshine hours between winter and summer. The south coast probably has the biggest difference between winter and summer totals, only Scotland is a close match in that respect, however here it is caused by exceptionally cloudy winters rather than the other way around.

Its positive in that it means its quite a Sunny place during the Summer months, its negative in that you don't get to see much sun (like anywhere else in N Europe) in the Winter, what do you expect when you are 50 degrees north, in the South UK we only get 8 hours daylight in mid winter let alone sunshine! In the North its more like 6 hours daylight! Still it could be worse, there are plenty of places that get even less than 8 hours daylight mid winter and some that don't get any daylight at all!

As I said already, Khatgal in Mongolia gets far more winter sunshine at the same latitude as Plymouth
