A -25F temps with a 41 mph wind gust would create a windchill of -64F/-53C under the new formula. That would be under the Winnipeg windchill, but I'm not sure how Canada calculates wind chill factor. If it's anything like the "humidex", then imho it would be over inflated.

here is a pretty cool graphic touching on this subject. the average daily mean temps between 1722-2003 for uppsala, sweden for the period dec-mars. the shape is kind of weird.

Ã…rets kallaste dag | Meteorologi | Kunskapsbanken | SMHI

i'll translate the conclusion to english

"Statistically, it is not possible to set a date safer than the so calculated minimet falls sometime from the last days of December to about February 25."

the scatterplot at the bottom of the page shows the date for the abs-coldest daily mean temp for each year during the same period.

I don't see that surprising. The pattern is pretty much the same here. Either early January or mid February. But the absolute coldest day may occur anytime between Dec and Feb. Not unheard of it being in early March either.

17 Jan -4.7
11 Mar -2.5
15/25 Jan -1.9
21 Jan -1.3

Yeah. Though the coldest day was in January, the coldest average low was in March.

March was so sunny that the temps often climbed above zero though nights were frigid. Still the figure is depressing. Ice days 2013:

Jan: 20
Feb: 13
Mar: 15

For comparison, ice days in March the previous years:

2012: 4
2011: 1
2010: 8
2009: 9
2008: 8
2007: 0
