Whoops, I missed that you won't be visiting Alaska this time.

In that case, PNW coastal areas such as Astoria, Oregon have cooler average highs in summer than places like Duluth, Marquette or Caribou.

You should be a little more specific as to what "hot" means to you. For me, most of the U.S. is hot and/or muggy in July. There are a few places you could visit that are already mentioned here (NW coast, western mountainous areas at high enough elevation), but that won't be a good sampling of the U.S.

If you could work it out, it would be much better to visit in late September and early October. Weather is generally pleasant throughout much of the country. The leaves are changing colors at that time of year which can be quite scenic, and the usual tourist areas will be generally less crowded.

If the OP is actually looking only for chilly summer weather, he would be better served in forgetting about the U.S. and visiting Svalbard.
