Bump! I just found out about a place in Louisiana other than Breton National Wildlife Refuge which is probably 10b or close to it, which would be the New Orleans Lakefront Airport
What makes me think it might be, aside from its position in the downtown and right on Lake Pontchartrain, is that it is 4 Celsius warmer than Audubon Park for tonight's overnight low, which is an almost 10a 9b with a normal -1.7 Celsius minimum.
This forecast difference does not exist on any other day in the weather forecast, but no other day in the weather forecast features a strong cold snap either (and the cold snaps are when the hardiness zones are determined). I suspect differences like this exist during most or every winter's cold snaps, but aren't well documented because of the Lakefront Airport lacking an official weather station.

There is actually a weather station at Lakefront so the data should be there to confirm or refute your hypothesis.
Lakefront Airport though is not actually downtown; it's on the other side of town several miles away in New Orleans East. Audubon Park is quite a bit closer to downtown in a much more developed area (New Orleans East got hit hard by Katrina).

In both cases, water trumps the urban heat island.
Now the question is whether Lakefront is warmer or colder than Venice and Breton National Wildlife Refuge.

The data are more-or-less complete since 1992 (source). The average annual low during that time was 29°F. What climate zone is that?

I can't find out how to access the annual average low on the page I found searching for Lakefront Airport (https://www.ncdc.noaa.gov/cdo-web/da...0053917/detail), but I'll take your word for it. Definitely subtropical. And seems like Venice/Breton would be warmer.
No, it's nowhere near 10b. Tender vegetation in the area was nuked in 2010 and 2018. 29F sounds about right. It's definitely colder than Grand Isle or Port Sulphur

No, the water is still very warm so the insulating effect is much greater than later in the season. What your describing is ocurring everywhere else in the coastal south as well i.e coastal FL Pandhandle staying in the mid 40s while just a few miles inland is hovering at freezing.
