All time records are a bit suspect because of errors and varying length of record. I'd like to also know the place with the highest average low (hottest and coldest month).

Chicago's highest minimum temperature was a stifling 85F/29.4C, recorded a century ago, on July 29, 1916. It's pretty certain that higher minimum temps have been reached in the downtown "Loop" area but they are unofficial. In Lincoln Park (strong UHI near Lake Michigan), DePaul University recorded an 86F/30.0C low a few summers ago.

I can confirm that Kiribati is an amazing place, especially the smaller sparsely inhabited atolls, going into the sea there is like getting into a warm bath
