Yes. And no. Especially as she is merely allowing us to have it at her home, she is not paying AnYTHING for the reception, nor has she offered to contribute financially. She did it to retain a level of control over the reception. As for the cost of a venue, as my fiance's father is not only an active member of the church we are getting married at but a member on the church board, we are not paying anything for the use of the church. So, free to use their banquet hall if we chose to do so. She knew this, and we knew it, when she "offered" to let us use her house. We all knew at the time the reception venue was ours at no cost, no matter if it was at the church or at her house.
