SKB, the lights are supposed to be timed like this. One second of yellow for every 10 mph of the stated speed limit. 45mph = 4.5 seconds of yellow. If you get a ticket, go time the light. If it isn't correct, video the light change.

Also when you appear in the kangaroo court you can ask if all the 'offended' party's are present. If the city is splitting the take you can request both party's to be present so you can dispose them.

But then, how much is your time worth?

I completely agree with this. In areas that have the timers for the walk/don't walk signals, you can usually see them for the cross street of the road you are on when approaching to determine when the light is about to change to yellow, especially since they tend to be on the same post as the traffic light of the road you are on. Here in DC, when it hits zero, the light almost always immediately turns yellow. The timers are everywhere so it definitely makes anticipating light changes so much easier. Having some fair warning when the light is about to change would definitely make things safer and not make the cameras seem like a "gotcha" money making scheme.

Also, in Mexico, the green light starts blinking for a few seconds before the light turns yellow. That would be easy and cheap to implement. It was weird seeing at first, but once you saw it a couple times, you understood what was going on.
