I am looking at relocating to the eastern panhandle, and have been looking at this neighborhood in Martinsburg.

Any info or first hand knowledge about the neighborhood?

Okay. I know where this is now. I see it on the way to the transfer station and didn't realize what it was. Not far from an electrical substation. Just off of Rt9 past the jail. Off the beaten path a little. I live just south of Martinsburg.
