Is white plains underrated by non-residents?

Depends on your definition of underrated. To me it is rated lower than the surrounding towns, so it's rated appropriately. I live in WP and am quite happy there. But I have no delusions that it compares to neighboring towns, specially Scarsdale.

But if you were to compare it to other areas in the country, I am sure it would be highly rated.

I second what previous posters have said about Battle Hill -- I lived there as a young single guy in the early 2000s, and I don't think it's changed much since then. Safe, quiet residential neighborhood, majority Hispanic but diverse, with easy access to Central Ave and downtown WP. The blocks at the foot of the hill are mostly small apartment buildings and multifamily rentals, with the lots getting bigger and more suburban as you go uphill towards Hartsdale.
