If you are a C level executing then companies seem to know no limit to throwing around the dollars. Look at the news that came out of JC Penney the other day. Ron Johnson and his three man team cost the company over $175 million, and that wasn't including all of their salaries.

Precisely.
If you're an out of work tech worker/engineer/STEM professional, you'll have a hard time getting a new job because of company BS such as: "Oh, we need somebody with 3 to 5 years experience designing 5-speed transmissions for blue sedans using one specific CAD tool and our company propriety software." And that's if the company even hires the unemployed - plenty will not, or will just grant heavy preference to job-hoppers vs. out of work people who meet the qualifications just as well.
But if you're a half-baked manager (ideally with connections), all you need is vague "experience" and the corporations can't throw money at you fast enough. It's a joke and just another reminder that the real workers and producers in this nation are NOT valued while big-talking BS artists are rewarded.
Of course, this is 'merica, so clearly the out of work "deserve it" and we need more cheap VISA workers to put the rest of the STEM professionals out of jobs. Maybe we should try outsourcing the worthless management - it would be a lot cheaper.
