I used to work for a multi-billion dollar company in the midwest and it paid its entry level HR people 13 dollars an hour.
And, OP somehow thinks a sociology degree "and a few HR courses" from Cal Poly SLO is going to warrant more than entry level. There are a few great bars in SLO, is OP possibly at one while coming up with this plan?
And, oddly enough not a single one of these is retail.

I have an internship at an HR department at the hospital and a degree from Poly that I expect to get me a job.
Experience and a degree from a prestiges college is what I expect to get me a job and that the fact more qualified people shoot for cities like Santa Barbara and Ventura.
Senior HR people have masters degrees, and I have known a few with law degrees.
Junior HR reps seem to be ok with general BA degrees and some relevant job experience, but I have never seen them make anywhere near $75k.
The OP will be lucky to get an HR position with only an internship for experience, but a career path with a job that includes doing payroll or some other related HR tasks should allow her to and a position in time. Continued education, experience and certification will allow OP to achieve senior HR level at some point in her career.
And the "market level" you speak of is not in Santa Maria. There are reasons I left...the salary and employment opportunities being a major factor.
If there is a store (target, Wally, Home Depot, etc) there is an HR market manager for that store, so yes it does exist. Now I don't know where that individual considers home base, but the position itself exists.

This says all you need to say. Cal Poly isn't a prestigious as you think and the degree will not be getting you a job. Expect all you want.

talked to my supervisor and she said i should start out making around $40,000 as an assistant or technician and with experience get into $50,000-$60,000 career.
I'm more of a lurker, but I figured I'd chime in. I work for a major retailer, Sears part time in the office and our old HR made $17 but that was because she was there for 30+ years. When she retired, they hired someone new, but I know the pay scale is is not very much. They start off at 11.20 and I think the max you can make is 15 and they don't give raises every year (or ever). It's not very much. Retail stores pay crap.
