Most junior level recruiters have to show that they're not just interviewing their friends and family at some point or another. Everyone has to prove that they're doing their job to their boss at some point or another. Simply getting someone hired doesn't mean that you're drawing from the correct pool of applicants.
When I was interviewing candidates, I did not know the race of anybody. I am doing a technical interview. I don't work in HR. My boss doesn't compare about a quota. They are more concerned about churning out more SQL reports and getting help to do it. Of the people on my team, each person is a different ethnicity.
It would be a serious waste of time for me to interview several black candidates identified by 5 degrees of separation to meet a race quota.
You have some crazy ideas that may sabotage your interviews. Self-sabotage is not always apparent to an individual.
I haven't been applying to small companies in lily white towns. My field is one that services a major industry and most of us are sprinkled across a few major diverse cities. These companies do hire minorities... as secretaries and recruiters. That's about it from what I've seen.

If his own people won't hire him, I wouldn't call it a racial discrimination.

How did I negate anything? You act as though employees aren't tools. Is a minority worker not expected to follow the same corporate policies? If faced with unemployment as the alternative most people would do it.
