Telecommuting:

Nowadays, how many companies allow the telecommuting?
IT jobs,
Fortune 100 big company,
At least they allow one or two days WFH?
How can I find out whether or not the company allows WFH? any website? or else?

I don't think its specific to industry/type of company. There are obviously certain jobs where WFH will never work, but for the most part, its more based on the company culture.

You can have two companies that do the same thing. One will have WFH policies and another will not. And some may even come down to the manager. So just because a company talks about flexible scheduling or WFH, it may or may not mean it's practiced throughout.

I think the only way to be sure is to ask that question. The key is the timing - probably not the first thing to ask at the initial interview. Albeit I've always found that things like that are disclosed early on as it is a good recruiting benefit.

Look for companies that publicly promote their "work/life balance."

Many do, many don't, and in most cases (like ours) one has to pass probation and have a good performance record to be considered for telecommuting. For us it's a maximum of 3 days/week, and subject to the approval of the immediate supervisor. I currently have 4 people that telecommute on an as needed/requested basis, none on a regular schedule. Some customer service jobs are all home based, but they have elaborate software to track time spent on the phone and are not paid well. Most of those doing it regularly at my work are in tech, database administrators for example.
