Not sure they could revoke his citizenship for something like this, but it is possible for the US government to strip a naturalized citizen of his/her citizenship and deport him/her. It's pretty rare though.
This has only happened to Nazi war criminals who were have found to have lied on their citizenship application.
It's good to see someone prosecuted, though the penalty was minimal. Increasing the minimum salary to $150k would stem much of the abuse of the program.
I don't know about that. Capital punishment doesn't stop murder. Not arguing against a heavier punishment, but the heavier punishment doesn't always discourage bad behavior.
Murder is more often a crime of passion, whereas fraud is always a calculated risk. Make the punishment high enough and the expected value becomes negative.

I use a specialized engineering firm in India for some work. Those specialized engineers are paid the equivalent of about $40,000 US dollars. That same engineer with the same experience would be paid the equivalent of about $180,000 US if working in the USA or a compatible amount in Europe. In India, they are desk engineers spending all their time at computers. Here they get to also do on site work, face to face with clients, and engaged in a wider scope of the project versus just a sliver sent tot them to handle. All that increases their marketability.

India has a talent pool of 1 billion people and an economy that is much smaller than the US which leads to lots of competition to get jobs in India. The US has a large demand for top talent which makes India's talent pool of 1 billion people attractive.
The H1-B visa is designed to allow people to come to the US to work. That's why that visa is used. It's not an obsession.

How many software jobs require anything close to writing artificial intelligence algorithms? But the real flaw here is that it was testing graduates with no experience. If you actually did any research, you'll see that Indian IT staff learn most their useable skills in the 18 months of work.
Most importantly is that Adobe, Microsoft, and many other large technology companies use a large amount of Indians to write their code. So the real world has disproved this poorly conducted survey.
Lastly, IT is not all about software development (let alone machine learning and AI)
2) The problem is that we still don't produce enough adequate engineers to meet our demands. We produce plenty of low quality ones that end up doing .NET and/or SQL work and we produce a decent amount of high quality ones that are now flocking to blockchain, NodeJS, etc... (from a software dev perspective), but by sheer numbers and size of the pool, countries like India will always be able to produce more talent. A lot of it has to do with pure intellectual power for math and sciences in India... which is generally fine because Americans are good at everything else.
