I'm getting real tired of people in my office complaining all the time. There's too much work. I'm bored. There's too many instructions. I don't know what to do. It's too hot. It's too cold. My lunch break is too early. But it's too late. My feet hurt. Are we there yet.

That's just when the superiors are around. When they leave they complain about them, the people that hired them. Once the complaints reach a head, they start to get ideas like "this can't go on" and "I can't take this anymore!" over things like lunch breaks or once being put in a position where they were forced to use their initiative (how traumatic).

Since when did having a job become such a chore? Would you rather be out on the street? Why do companies like this laissez-faire, hands-off structure when it causes so much laziness and waste?

Do you work with professionals? Or with hourly worker bees?

If the former, find a new company with a better culture for employees.

If the latter, try to move up and out of that type of environment.

Both and neither. They're worker bees on an overpaid salary who think they're professionals. And if you're saying to jump out of the frying pan...

A job: you do a certain task or set of tasks and they give you money for it.
Usually there some ground rule do's and don'ts that are are fairly well spelled out.
I have never seen a job where one of the ground rules was "you will love it here and no-one ever complains".
Nor have I ever been in a workplace where no-one complained.
You have to decide if the money you are getting is worth the complaining you have to listen to.
You might also want to ask yourself how much you are contributing to the complaining.

It's a thought. Some companies have better workplace cultures than others, and you notice it in the attitudes of the employees.

My problem is that my boss complains ALL THE TIME. About his superiors, about the company, about life in general. It has made for a very negative atmosphere in the entire department, and I've noticed other people starting to complain more (apparently thinking it's OK to do so because the boss does it all the time).

Call me crazy, but while everyone has complaints about the job some of the time, it's ridiculous when a culture of complaint develops in an entire department.

The only reason people complain on the job is because they feel trapped there. Avoid associating with complainers (unless you can help them, and they accept that help)... they will only drag you down in the end.

These seem like two contradictory statements. The first implies that people shouldn't expect to be happy at work, the second implies that it is possible to love what you do and where you work.

Frankly, the same people probably complain about life too. Don't we all? There's casual griping that actually creates camaraderie and a pressure release. Can't think of anyone who doesn't do this. Then there's WHINING about the same topic all day every day to everyone who will listen. Learn to tell them apart. The solution may be entirely different.
