I said Cairns, but I did forget Townsville, the unofficial capital of tropical Queensland

Yes Townsville is actually bigger than Cairns, although Cairns is a lot more well known to tourists, greener, nicer, more to do, though Townsville ain't a bad city and has attractions of it's own. It's a big military town and more of a working town, while in Cairns tourism is the lifeblood.
Miami doesn't look very "tropical" in December, January and February...
The city of Kaohsiung, in Taiwan, could be added to the list too.
And Singapore is the pearl of the tropical world.
It is, on average. About 16-25C, which is an average of around 20-21C, which is above the minimum of 18C that is required in the coldest month for a place to be tropical. So yeah, it will feel warm (or hot, if you're not used to it) most of the time in winter. Although unusually for a tropical climate it gets freak cold waves (even snow and frost) although extremes don't detract from the fact that on average it's tropical.
Both Bogota and Miami have the same climate. In fact you can check the temperature of both right now (this second) and they are about the same, just one degree apart. Bogota is not cold. It is tropical.
Miami is located very close to the tropical zone of Central America/Caribbean.
Sub-tropical is Hong Kong, Taiwan, Guangzhou, which go to about 55 to 60 degrees in winter.
Bogota is in the southern hemisphere so it is their SUMMER right now.
