The only first world tropical climate cities are Miami, Honolulu, Cairns, Darwin, and Singapore.

In Australia you forgot Cairns and Townsville.

Oh sorry I skimmed through it a bit fast I guess...

Yes Townsville is actually bigger than Cairns, although Cairns is a lot more well known to tourists, greener, nicer, more to do, though Townsville ain't a bad city and has attractions of it's own. It's a big military town and more of a working town, while in Cairns tourism is the lifeblood.

Miami doesn't look very "tropical" in December, January and February...

The city of Kaohsiung, in Taiwan, could be added to the list too.

And Singapore is the pearl of the tropical world.

I would say definitely first world would be Hong Kong, Macau, Singapore, Taipei, and Miami.

I'm not sure if Shanghai, Mumbai, Buenos Aires, or Panama City would count for climate or economic reasons.

It is, on average. About 16-25C, which is an average of around 20-21C, which is above the minimum of 18C that is required in the coldest month for a place to be tropical. So yeah, it will feel warm (or hot, if you're not used to it) most of the time in winter. Although unusually for a tropical climate it gets freak cold waves (even snow and frost) although extremes don't detract from the fact that on average it's tropical.

Shanghai and Buenos Aires are not tropical. Shanghai winters are as cold as London, or North Carolina.

Mumbai? You're kidding, right?
