In Perth and Melbourne and most Australian cities it's the city GPO - General Post Office, which is usually quite a large building right in the CBD. So any distances to Perth will be to the post office. So if one says they are '2.5km to Perth' you can narrow it down to 0.1km, since the Perth CBD or downtown obviously covers some area.
In London, it's from the Statue of King George in Trafalgar. I think in Rome it's Piazza Venezia. What about NYC? Times Square? What about your city?
I think in most US cities it's measured at the city hall building. that's also where they have the official sea level measuring. For example, where I live, Chula Vista, CA is officially 7 miles from the US/Mexico border but I am five miles from it.
I don't know what the geographic centre of Leeds is, but it is definitely not the city centre, as the city sprawls a lot more to the north than to the south.
Google Maps uses intersection US-59/Business and US-87, corner of Main and Rio Grande.
For those who ddon't know how to find it, just go to Google Maps, select Get Directions, and enter just your city name on one line, and a specific location on the other line, click Enter, and see where the end of the line is.
