The overall crime level and corruption in many regional governments and the federal government would be a deal breaker for me.

I'm not sure which "region" you're referring to. But I'm sure that there are governments that are less corrupt and greedy than the U.S. of A.

Frankly, I wouldn't put any money on that. Yes, there are probably a handful of countries that are less corrupt than the US, but Brazil isn't one of them.
