Council of SJ boundaries is much bigger and does relate to the governance of functions such as libraries, roads and parks, too. SJ also has the CBD(doesn't shut down at night/weekends) and metro.
Yes and no. The city is rather quiet and sleepy near office buildings, but it's a different story in the touristy spots by the harbour such as in Circular Quay (Sydney Cove) and Darling Harbour. Those areas are decently alive and vibrant at night.

They do in Downtown SJ since they did way better job of integrating the two: business/entertainment. Think Dt. L.A: virtual scary ghost town in business district had Australian flight attendant lashing out at the airline for booking them at Downtown L.A hotel. They felt stranded since it was scary. Not a good thing to have in Sydney.

Not sure what LA has to do with this thread. But on the topic of Sydney and the integration of business and entertainment, google Barangaroo, which is really just getting fully open (other than the casino under construction) Extends Darling Harbour right along the waterfront and has multiple high rise office blocks. My son is now working in one of them and it is a great location.

I’m sure there is no need for him to google it. No doubt he took a look on his most recent visit.
