The only places where I haven't seen people line up for the bus are in certain large cities in the US. And, even then, that's not true for the entire city. In NYC, for instance, the free for all bus routine is more of an issue in some of the poorer neighborhoods (different culture). When I'm in Manhattan, however, there is a long and orderly line to get onto the bus.
