It's all a matter of personal preference. Some like small towns, some like cities. Some folks enjoy rural, spacious living and some like the bustle of major cities. It also depends on what "quality of life" means to you.
Still, no matter how you look at it, San Francisco can't reasonably be listed as a city with "quality of life," especially with the criteria you listed. It's a city of the exact opposite of those things unless you're exceptionally wealthy. It's a very hard, harsh, dangerous, expensive place to live.
My personal opinion is also that Paris and New York City (along with San Francisco) belong in the top ten list of cities with the worst "quality of life." The only advantage of living in any city is convenience. Even then, convenience has become a trap and an addiction, thus a curse, for many.
Many people who already live in the cities on these top ten lists wish they lived somewhere else. The grass is always greener. Places get romanticized. If you don't like where you live then by all means change it if you possibly can! If you want to live in San Francisco, then I truly hope you get the chance to and that it works out perfectly! But, in general, your "quality of life" is what you make of how/where you live right now. Make the best of it until you're able to move where you really want to live.
My experience is that people living in "famous" quality-of-life cities are dripping with superiority attitude, and it in painful to be in their presence.
