I guess they're more concerned about neat/tidy maps than they are about the actual information - I'm glad they aren't tasked with any responsibilities.
The chart pulls data from the 2019 Global Health Security Index, which ranks 195 countries on health security. It reveals that while there were top performers, healthcare systems around the world on average are fundamentally weak—and not prepared for new disease outbreaks.
You can view the complete rankings of all 195 countries on the GHS Index website. https://www.ghsindex.org/
The index seems to be created by reliable sources:
The GHS Index is a project of the Nuclear Threat Initiative (NTI) and the Johns Hopkins Center for Health Security (JHU), and was developed with The Economist Intelligence Unit (EIU).
This is not a chart of preparedness as it's happening right now, during the outbreak.
Colombia is about right - my cousin is the head of epidemiology in her state which is a pilot for the WHO. For a few years now Colombia has only just been able to hold off an epidemic crisis emanating from 2 million+ Venezuelan refugees who haven't been vaccinated against measles, tuberculosis, hepatitis, etc. Lack of medicines and hospital equipment forces Venezuelans to travel upto 18 hours just to get hospital treatment at Colombia's border cities and have been running up millions in debt because of this humanitarian crisis. Covid-19 will overwhelm the system which is already at breaking point, a system which is ranked 21 in the world by the WHO.
Main problem in Colombia is the sorely stretched intensive care units which have been exacerbated by a 2.5million jump in population in little over 2 years.
I hope the shut-down measures work to push down the curve.
The chart is about Pandemic Preparedness. I'm not 100 percent sure that this is even accurate, but one today can easily see that claiming the US is number one, is simply not credible. Prevention takes quick government action. That didn't happen. That is tied into rapid response. The US is still playing catchup with other countries in regards to testing, which is part of detecting and reporting. Plus the US president is giving false and misleading information.

We have more cases here imported from the US than China. It is the country that has provided the highest number.
Obviously there were many cases out there that were undiagnosed.
