It's in North America with easy access. Weather is moderate. If they have any inclination to learn a foreign language at all, Spanish is accessible, and these days, broadly useful in the US as well. And some proportion of them already have family in Mexico.

Mexico is a Western country.

Plus, Americans only go to countries with health care to feel safe? Since when there is healthcare in the US?

Mexico is interesting, diverse, colorful, great landscapes, quite large and fun cities.

For Americans with US dollar is also cheap.

Has a good healthcare system which covers Americans who become residents.

IF you have US income you guarantee yourself a place in the Mexican middle class which often live very comfortable lives.

Spanish is one of the easiest/closest languages to learn for an English speaker compared to Russian, or Japanese, or even German.

The dangerous parts of Mexico are largely areas near the US border you wouldn't even go to very similar to the US where the most dangerous parts you simply avoid and concentrate on the safer ones.

If I were an American or a Canadian looking to leave I'd also go there.

You cab have much better job options in Europe, much better universities, way safer, better infrastructure, and better overall quality of life.

Mexico is a high development market

the 12th largest economy on earth

and since when western is about being first world or third world?
who even uses the term third world today! that is cold war stuff!!

The US has large regions that are pretty much poor!
