    Day Care Ordinance 16-430D, page 10 A child's hands shall be washed immediately prior to and immediately after consuming any food or beverage. Food and beverages shall not be served directly to a child from the original container unless it is a single-portion single-use container. Portions of left-over food or beverage shall not be served again. Bottled infant formula shall be capped when not in use and shall be identified with the child's name. All opened or prepared formula shall be refrigerated. All formula that is opened or prepared during the day but is not used by the end of the day shall be discarded.
    Thermometers are not maintained in all refrigerators.
    Corrective action: Install thermometers in refrigerators and monitor temperature. Defrost multiple refrigerators, all coolers should stay about 38-40°F. Food needs to be 41°F or below.

  • Diapering and Toileting
    Day Care Ordinance 16-430C, page 10 Infants and toddlers shall be diapered in their own individual cribs or on the sanitized surface of a diaper station. Diaper changing stations shall be used only for the purpose of changing diapers. The surface of all diapering areas shall be sanitized after each use. Hands of the diapered child and the care provider shall be washed before and after each diaper change. Disposable diapers, once used, shall be placed in a cleanable container with a tight fitting lid. The container shall be lined with a moisture-proof disposable liner which may not be reused. When the container is full, the liner and the used diapers shall be removed to a clean area away from the children and shall be inaccessible by flies, insect, rodents and other pests. Cloth diapers, once used, shall be laundered or removed from the facility daily.
    The surface of all diapering areas are not sanitized after each use. Pre crawlers room did not have adequate sanitizer in their bottles.

  • Room Finishes
    Day Care Ordinance 16-429B, page 7. Surfaces of all walls, floors, ceilings, doors and windows shall be smooth, easily cleanable and free of cracks, splinters sharp points or corners, splinters, protruding nails and loose paint which could contain lead or other poisonous materials. All equipment, materials and furnishings shall be sturdy and safe construction,easy to clean, free of sharp points or corners, splinters, protruding nails, loose rusty parts and paint which contain lead or other poisonous materials. All floors shall be free of cracks, bare concrete, sliding rugs, telephone jacks and electrical outlets. Carpets shall be closely woven, short nap and kept clean and in good repair. All carpets and carpeted areas shall be vacuumed daily and shampooed as needed. Carpet use is prohibited in restrooms and kitchens.
    Green short shelf is very unstable. 2 hand dryers in the restrooms at the end of the hall have broken hand dryers. Carpet is 2nd room upstairs is very stained. Shelving in rooms upstairs are unstable.
    Corrective action: Secure shelf or remove. Repair or remove hand dryers within 3 days. Remove stains or carpet within 30 days. Secure upstairs shelving.
  • Lavatories
    Day Care Ordinance 16-429C(4) & (7), page 8. All handwashing lavatories shall be provided with hot and cold water under pressure, tempered by means of a mixing valve or combination faucet. The hot water available to children shall not exceed 120 degrees F. Combination fixtures such as faucet/water fountains are prohibited. There shall be at least one handwashing lavatory in each restroom or immediately adjacent to each restroom. A handwashing lavatory must be installed in each room with a diaper changing station. Soap and a hand-drying device or disposable towels shall be provided for use by both children and staff at each lavatory.
    Water is hotter than 120°F in the upstairs rooms. Diapering bathroom does not provide hot water under pressure.
    Corrective action: Decrease temperature immediately. Recommend about 110°F. Repair sink to provide hot water, 110°F immediately.

Hazardous supplies, tools and equipment, both indoors and outdoors, shall be inaccessible to children at all times.

  • Play and Sleep Furnishings
    Day Care Ordinance 16-430A(3 & 4), page 10 All cots, cribs and mats shall be maintained in a safe and sanitary manner. Each child shall have his/her own sleep apparatus which shall allow at least one foot of open space on all sides except that it may be adjacent to a wall or partition. Cribs, portable cribs or playpens shall be safe, sturdily constructed and equipped with mattress and waterproof cleanable mattress cover. Crib sides shall have a secure latching device and the vertical slats shall not be spaced more than two and one-half inches apart. There shall be no more than one and one-half inches of space between the mattress and the bed frame. Hand contact areas of cribs shall be sanitized daily. Linens shall be laundered at least once per week and more often if necessary. Shared linens will be laundered after each use. Linens used exclusively by one child shall be stored separately from those of other children.

    Day Care Ordinance 16-433, page 13 and TFER. The Texas Food Establishment Rules apply to all food service operations in all day care facilities. All off-site food services used by the day care must be a permitted food service facility. Only equipment that meets or exceeds National Sanitation Foundation (NSF) standards are approved for use in food preparation areas. Day care centers that serve only prepackaged single-service snacks or prepare no other food except infant formula may use residential refrigerators only for the storage of infant formula, juices and medications requiring refrigeration. Daycare centers operating on November 24, 1992 may continue to use residential in-place equipment until it becomes obsolete or malfunctions at which time it will be replaced only with NSF approved equipment.

    Playground equipment is not constructed of safe materials. Wood on playground tall structure is splintering. Pink tunnel on playground is damaged and is a pinch hazard. Fall zone is note very deep.

Paint wood. Remove pink tunnel and replace immediately. Rake fall zone for proper depth of 9 inches around climbing structures.
  • Letter of Intent
    Day Care Ordinance 16-436, page 16. Prior to construction, alteration, repair, conversion, improvement, or enlargement of any building or structure to be used as a day care center, the owner shall make application for and obtain a building permit as required by the City Building Code. A Letter of Intent to operate a day care center shall be submitted to the Health Department at the same time of the building permit application. The "Letter" shall include the hours and days of operation, age and number of children to be given care and the availability of food service.
    The owner did not provide a Letter of Intent to operate a day care center to the Health Department. Letter of Intent is not current.
    Corrective action: A Letter of Intent to operate a day care center shall be submitted to the Code Compliance Department at the same time of the building permit application. Corrections must be made within 14 days.

At a minimum, a hand sink and a commercial refrigerator is needed. Put thermometers in the fridges. Check fridge temp in room 16.

  • COMMENT:
    Chlorine test strips needed in Room 3,4,7 and 3-4's.\ New weatherstripping is needed in Room 10 door to playground. Label diaper ointment in all rooms, especially room 9 and 7. Increase water pressure in Room 11 for Ms. Lynn's handwashing ability. Proper sanitization of toys requires they be soaked for 1 minute in bleach water mix. Battery toys should not be in infant rooms.
