I uploaded several attachments for posts, when I go to manage my attachments, I see the red bar as to what I have. How do I access them? I hit the clip but a window with the bar and file endings comes up. Where are my attachments?
They're right here, hosted on our website. You cannot edit them, though, just as you can't edit an old post of yours. The "Manage attachments" name is probably misleading but it only allows you to see the images, not delete them.

You didn't understand my question. I know they are here, but how do I access them? Are they accessible from "Manage attachments? If so, I only see a bar on that window showing space I used and the types. I wanted to reuse a pic that I already uploaded to here, but could not find or don't know how to access the pics already uploaded to here.

Well, it seems like we're talking about two different locations. To access your attachments, you need to go to your user profile and use the feature from there, not the one below the post. This one serves to bring on new pictures, not rehashing what you already have.
The column on the left is Your Control Panel. Scroll it down to Miscellaneous and click on Attachments. This is where you can enlarge the icons and reuse their url in another post.
