The bully comment isn't specifically about a loan from the World Bank or whoever. Your not seeing the big picture here.

On a side note: Do you think Obama is above any criticism? Just because someone votes for a candidate doesn't mean that they're not allowed to criticize that person.

Hypocrisy to the max.

Christians get killed in Egypt and Syria and nobody suspends their aid. Gays are targeted for discrimination throughout the Middle East, Asia, Russia and the Caribbean and nobody takes action. But because Uganda is a Black nation with limited global influence its okay to turn it into the West's whipping boy.

This is why I don't generally trust liberal Westerners. You could be living in abject poverty and misery but if your problems don't fit their agenda they don't care.

It's one of the reasons why I think Obama is being a bully on this issue. He would rather go after countries that aren't going to be an economic threat to the US or their interest.

Where Homosexuality Is Illegal - Business Insider

You mixing civil wars, ethnic conflict with homosexuality, not because Uganda is a black nation, because it's a poor african country, there is nuance there.

The US did not make a big deal about Nigeria (which also criminalized homosexuality), because Nigeria (also a black country) is a rich country that has close business tie with the US.

The World Bank did not say a word about Nigeria !!

Sure, it's a double standard. The World Bank also should refuse loans to Nigeria and Saudi Arabia, should they want some, while they are oppressing gays in one the most horrible ways imaginable.

Yes, we could blame the World Bank for inconsistency. That doesn't make it right to trample on people who like to have sex in an unusual way, and to ruin their entire lives. Even if you look at it cold-heartedly as fiscal responsibility, it doesn't make sense to take a productive member of society and imprison them at taxpayer expense for years or for life.
