A new oil state

Significant oil reserves were discovered in Chad and oil began pumping in 2003. Oil wealth has led to new
construction and infrastructure projects, including the building of many roads.

Investors are often deterred by a very difficult business climate. In 2012, Chad was ranked bottom in the world for ease of doing business by the International Finance Corporation (part of the World Bank).

China is in Chad too.In fact Chad just fined China $1.2B for environmental damages.

Why does everyoe keep focusing on all the terrible African countries where its obvious whats going on?

Its like most people dont realize that there are stable African countries where investment would be a good fit.
Sure the business climate is not great but its not great in many countries around the world.
Truth is when its something a country really wants from Africa, like oil, gold or diamonds,it will make it happen.

Why not more manufacturing in England or Canada or Australia? Simple answer, China seems to have the resources and the manpower to do enough manufacturing for the everyone, or nearly everyone.

No, they don't have 'substantial' manufacturing. Ghana is one of 54 countries in Africa, so perhaps you should broaden your search. Also too, there are multiple countries in Africa that utilize other nations labor in exchange for their resources, so it's a win win for everyone.

The way so many United States manufacturers like to outsource American factory jobs to 3rd world countries for the cheap labor, I have often wondered why United States manufacturers haven't outsourced jobs to Sub-Sahara African countries. I would imagine those countries would have the cheapest labor of all. For some reason, American manufacturers don't want to open factories in Sub-Sahara African countries.

Manufacturing in Africa: An awakening giant | The EconomistThe one problem with African countries industrializing is that it would have to be done in a greener way than China. I don't think destroying the greatest source of oxygen is a good idea.

Thats true.China is only now doing things they should have been doing long ago and thats still not enough.

I imagine Africa would be just as bad.Environmental issues are not a first priority when money is being made by new industry with jobs and a growing economy
