It's a wallet-sized card that you carry with you, essentially saying you are qualified by the state to work in a specific trade. Put out by the State of Alaska weights & measures dept, I think. The card will state you are a State of Alaska certified electrician, plumber, carpenter, etc, and what level you are certified at. IE: journeyman, trainee, administrator, etc.
Without this card, a lot of places will not hire you. How do you get this card? Most of the time I've had a card (electrician), my boss would type out a one-page note, on company letterhead, for me to send with my application, saying that I will work under such-and-such journeyman's supervision at all times, and that I am their trainee, and to please send me a trainee card. At least that's how it worked for me. And...the card is not cheap: it cost me $175, and that fee may have gone up since. The card expires after a couple years, then you have to renew it. And yes, send them more money...
Yeah, I know: you can't get a job without one, but if you have a job, then they'll give you one...
Hope this helps.

Bud
