I currently live in Panama (have for 2 years now), and have traveled all over LA. I personally think that Panama is a really great country to live in. It's growing extraordinarily, and there is a lot of opportunities for foreigners. It is not quite as developed as, for example Santiago, but it is certainly on it's way and there's opportunity to grow with it. You can live with most of the luxuries and goods that you get in NA, while enjoying the ease of life as LA. Prices are affordable, there's beaches, mountains, forests, and a wonderful history... while having Law 41 allows for a number of multinationals and more opportunities to foreigners for finding jobs. Overall, I think that it's a good mix of LA and NA, and is very easy to adapt to as a North American.
That being said, my husband and I are still in our mid-20s and don't yet have children. We are aware there is some lacking in the education system, with only one true international school. This is unfortunately still a major gap, but with the changes Martinelli has been implementing, hopefully he tackles that one as well.
I've never been to Latin America but I've always fancied visiting Santiago for no better reason than it looks interesting and is quite close to some fantastic skiing territory. Not sure what it'd be like to live in though.
@ Nikita : I'm very much interested in retring later on in Panama (I'm turning 56, my wife 62); specifically Boquete : do you know that town? and what is "NA" and who is Martinelli?

NA is North America and Martinelli is the President of Panama.
Boquete is absolutely beautiful. You will find many retirements communities and retirees there, and it is one of the few places where English is spoken quite widely in Panama.
The only downfall right now is that you will need to fly in Panama City (PTY airport), and either take a flight from the local airport- Albrook- to the city of David which is under an hour, and drive about 30-45 minutes up to David... or drive from PTY to Boquete which can be upwards of 4 hours (never driven myself).
This is apparently being rectified, and the airport expansion in David is in talks.
