Very little English is spoken anywhere in Colombia. Even the theoretically bilingual people in hotels are just passable with English. Doesn't really matter, most of the foreigners are either of Colombian heritage or Europeans who have mastered at least some basic Spanish. I credit the Colombians who tried to speak the basic English they learned in hopes of selling to tourists, but it would be much better if you tried to speak Spanish with them. It's like talking to someone with simple words, no sentences. So you can't really ask them a question or anything beyond how much it costs.
