Of course, there is no discussion of methodology of the study. Nor is there any discussion of the sources of the waste.

I would like to see where they get the data.

They seem to be more interested in government solutions than in elimination of waste.

Food "experts" toss around the 40% waste numbers all the time as if we all are throwing away 40% of our groceries. However, much of the waste actually occurs in the production stages of produce. I would argue that some it is due to certain government regulations that require produce to of a certain size. For years, California required certain soft fruits to be be between 2.25-2.75" on order to be marketed. The rest had to be scrapped. Some of it is due to retailers demand of standard sized products. I watched the harvest of celery in California and about 30% of the stalks are removed. Certain companies do remarket this scrap and sell it to dollar stored.

There are several produce rescue facilities like Borderlands Food Rescue in Nogales that provide rescued produce to consumers throughout Arizona and the Western US.
