Balinese is one of the friendliest people on earth, they are very accomodating even to foreigners! they are very open to foreigners and are very helpful!

most that i met seems to like having a foreign friend in their social group

I would say: Japan, Philippines and Thailand. Despite what folks on this board say about Japanese, my experiences have been that Japanese are friendly and accepting towards foreigners.

I think some Koreans are not accepting of other races.

Same here. There's a large crowd of Japanese that live near me that I'm friends with, met one of them and now became all their friends haha

Well it depends...there was a Saudi man in Sri Lanka who was a little TOO friendly (he basically invited me up to his hotel room for sex - he made it clear before he was a bisexual on the lookout), but yes in the UAE a lot of them just sort of glare at your suspiciously...some of the shop-keepers were friendly, but they were mostly from Pakistan or Iran not Emiratis. Of all the people we met in Dubai amazingly I'm not sure if we met a single Emirati! At least not one wearing the traditional clothing.

It's what you make of it. If you just walk around and expect people to be friendly just because you're a tourist, think again. If you initiate conversation and ask about the food, culture, etc. even when you're just trying to find directions to a destination/place, just converse and you'll see how accommodating locals can be.

Yep, although how the locals treat tourists can vary depending on the country. For a place that has few tourists it can go either way - people will be genuinely happy to see you, curious, friendly OR they will be sort of suspicious and guarded. Depends on the person too of course, like anywhere, people in other countries are all different, some are shy, some more bold, some nice, some not so nice, same as home.
