Also, what would you say are the pros and cons of incorporation?

And why has previous efforts to incorporate Vinings failed? If yall could answer these questions, that would be fantastic. Thanks!

I tried Google. I couldn't really find any conclusive answers other than the fact that residents and businesses have lower taxes thanks to unincorporation.

As for the meeting, are you talking about the Vinings Vision Plan meeting on May 23rd? I heard about that but I can't find the results of the meeting.

Well, if the millage rates could stay the same, there would be no cons. The problem is, to find out if a tax increase would be necessary to fund a city, there has to be an "incorporation movement", where citizens raise money for a feasibility study (usually costs at least $20k).

There has never really been an incorporation effort in Vinings. They have only talked about it, the first time around 2005.

I would imagine that for Vinings to be able to support itself, it would have to include Cumberland in its boundaries.

In any case, residents usually have to feel shortchanged or dissatisfied with county services before they start to talk seriously about incorporation. Cobb County government has a pretty good reputation, for now. If that ever changes, that's when Vinings will start to get serious about becoming a city.

Well considering how vibrant the area is, I don't think they have any inclination to change. The area is fine and doesn't seen to "want" for more services or more government.

Pros
Lower property taxes. In Cobb County, that can make a big difference. See the millage rates for the following places:

37.44 - City of Acworth
30.31 - City of Austell
38.00 - City of Kennesaw
29.94 - City of Marietta
38.25 - City of Powder Springs
36.36 - City of Smyrna
27.19 - No Fire District
29.75 - Unincorporated (Mableton, Vinings, and friends)

43.86 - City of Atlanta, Fulton County ... just for comparison. Other cities in Fulton are more reasonable, but also have a lot less older infrastructure to babysit.

Cons
Less control over what the county does with regard to zoning, etc., although things like the CID, the Mableton Improvement Coalition, etc., can have a very real impact on county politics and policies.

Maybe it's an area where the county doesn't provide fire department services, meaning it has a volunteer fire department? I'm not sure where that would apply in Cobb. Someplace along the far western border?

Looking at a map of Cobb County fire stations:

I'm not seeing many holes...

Since some cities in Cobb apparently have their own fire departments:

City of Smyrna : Fire Stations
Fire & Rescue - Stations (http://www.mariettaga.gov/departments/emergency/fire/stations.aspx - broken link)

the Cobb map isn't a comprehensive map of fire coverage.

Exactly but even the areas without stations nearby are close to others.
