I'll admit I haven't looked into specifics here in Atlanta, but I know in the Boston area where we moved from, the gas, electric, and water utilities would provide free low flow shower heads and discounts or rebates on things like low flow toilets, faucets, compact fluorescent blubs, and programmable thermostats. I would have to believe that similar programs exist here too.

There is a rebate program (brand new -- just enacted in October of this year in response to the drought) in Cobb county. DeKalb county does not have any such program, nor, based on this ordinance does that appear the direction the commission is most inclined to pursue.

Feel free to peruse the DeKalb Water/Sewer web site and see if you can find any evidence of such a program:
