Maybe it is refreshing it's view to the database so new edits can be seen instantly. There are many editors making changes to this map/database.

I actually really like this method of seeking input on a neighborhood level, and would love to see most, if not all the neighborhoods take up this model. There could be a couple of maps: one comment map like this, and then an official map where civic leaders show what items they're prioritizing and how far along they are in dealing with it.
