Has there been any news about the police issues and gangs in Rio? Are there no protests being held over the lack of infrastructure improvements in Rio's favelas?

Or does it? Maybe it just has a condition, by comparison. That's really the issue - relative comparisons. If the world was just black and white it would all be so much easier wouldn't it? But it isn't. There is a spectrum - in this case a spectrum of risk. Some places post greater risk than others. That's not the same as saying that there is the absolute absence of risk somewhere. There doesn't need to be for one place to have more or less risk than another place.

Eh...Atlanta would have a similar issue.

Except more money to bring them up to spec and keep them that way long-term, if the city could be assured of the income every 20 years.

Greece doesn't have that advantage.

Furthermore, with Greece, they would need to rehab so many more facilities, because Atlanta has maintained at least some world class facilities regardless of hosting.

Europe just hosted the games in 2012, and in 2004 before that. By 2024, it will have been 28 years since North America hosted the games.

If Greece is assured the games every 4 years, getting sponsors won't be a problem. I bet even Coke would pony up money to be the official soft drink. Once assured of being a permanent site, they can keep up the venues. As it is now, no real reason to. Atlanta tried to persuade the US Open to move to Atlanta and make use of its tennis venue but to no avail, so it has fallen into disrepair.

Greece currency is weak and also in tremendous debt to other nations.

Greece uses the Euro as their currency. The USA has a tremendous debt and about 1/3 of it is to other nations.
