Sounds like Business leaders are behind the little man paying an additional MARTA tax, but not paying anything themselves.

Why would the owner of Avalon be pushing for a taxpayer funded extension to Alpharetta?

Because it will make his companies property more valuable, attract more clients and shoppers and therefore generate more sales tax income for MARTA?

I still can't figure out how one collects a half penny sales tax (where does the other half go?), but whatever.

The same place the half penny goes when you pay 7% tax on $1.50 (results in ten and a half cents in tax being owed).

you multiply by .005, or actually by whatever the full tax rate is. If it's 7% now, then it will be 7.5% so a 10 dollar purchase gets 75 cents added instead of just 70 cents. It's pretty basic math.
