Texas is mostly a live and let live state - you be a good neighbor and I'll stay out of your business if you stay out of mine. If your husband's business is taking him north of Austin, though, I'd say look at some parts of Georgetown or north Round Rock (Sprouts is in Round Rock about ten minutes from Georgetown). It's true that South Lamar just north of Ben White sounds like what you're describing, but that would be a killer commute, really, for your husband (and I hardly ever say that because I know all the back ways and use them) and the prices would be higher than you're looking for. But you might be able to find a laid back neighborhood like you're looking for in one of the older areas of those two places. Around Southwestern University or in Old Town in Georgetown, say, as an example (not that Georgetown is all that big, geographically).

There was a Ted Cruz sign in Bouldin for over a year!! My blood pressure rose every time I drove past it (multiple times a day) but it was always there and didn't appear to ever be targeted.

I'm rather confused how someone can consider themselves "laid back" and non-judgemental then start outlining the types of people they do not want to live near. Like maybe political persuasions make them horrible evil people and awful neighbors? If you are that closed minded, you are probably better off staying in California.
